We generally add "ne" before verb and "pas" after verb for negation. But the exeception is that if we have to use the negation with the infinite verb, then the rule of negation is violated. Here we add both "ne pas" before the verb.
Eg>Je marche très vite.(I walk very fast)
->Je ne march pas très vite.(I donot walk very fast.)
Here the ne and pas comes before and after the verb marcher(to walk), being conjugated with suject Je.
If we have to say that..."He told me not to walk very fast" then the sentence goes as:
Il m'a dit de ne pas marcher très vite.
Here the ne pas comes before the verb marcher,without being conjugated to any subject.
